Expands Arizona's unlawful imprisonment statute to include intentionally preventing someone from entering or exiting a place of worship to engage in religious activities through physical blocking, detention, or obstruction by force or threat of force

Applies only to offenders who are at least 18 years of age

Requires courts to consider aggravating circumstances under section 13-701, subsection D, paragraph 26 when sentencing felony violations of the new worship-access provision

Classifies the offense as a class 6 felony, or a class 1 misdemeanor if the victim is released voluntarily without physical injury in a safe place before arrest

Defines "place of worship" by reference to the existing definition in Arizona Revised Statutes section 13-1422
