Appropriates $5,000,000 from the consumer remediation subaccount (opioid litigation settlement funds) in fiscal year 2026-2027 for grants to K-12 mental health telehealth providers.

Funds will be distributed as three-year grants to up to three telehealth providers serving K-12 students with clinical assessments, short-term therapy, and crisis intervention.

Grant recipients must offer services at no cost to families regardless of insurance status or ability to pay, and must be able to serve students on campus during school hours.

Providers must demonstrate ability to coordinate care with school nurses, counselors, and staff, and offer evidence-based treatment for anxiety, depression, and grief.

Priority given to applicants with enterprise-wide implementation capable of serving diverse districts including urban, rural, and tribal communities; appropriation does not lapse until June 30, 2029.
