Directs the board to notify the appropriate regulatory board and transmit findings, materials, and regulatory recommendations if the review determines unprofessional conduct or incompetent care caused the patient harm

Requires the board to report findings to legislative health committee chairs and the governor if another regulatory board erred in its investigation or failed to properly regulate a health professional, while clarifying this review process does not authorize discipline of professionals outside the board's licensing jurisdiction
