Requires the Department of Administration to collect and report annually (by October 1) a list of all vacant full-time equivalent positions that have been vacant for at least 150 days from each state budget unit

Mandates that budget units eliminate any positions vacant for more than 150 days each fiscal year, with automatic adjustment to the agency's allocated full-time equivalent positions

Exempts the Department of Corrections, Department of Public Safety, Arizona Board of Regents, state universities, and community college districts from the mandatory position elimination requirement

Adds vacant position data to the existing annual report on state employee salaries, full-time equivalent positions, retirement systems, employee tiers, and fund sources submitted to the Joint Legislative Budget Committee and Governor's Office of Strategic Planning and Budgeting
