Directs the Arizona Commerce Authority to prioritize reducing fuel and gas prices as its primary objective, using all available resources and existing programs to achieve this goal.

Requires the Commerce Authority to collaborate with the oil and gas industry to study repealing Arizona's cleaner burning gasoline blend requirements and evaluate lower-cost alternative blends.

Mandates a study on constructing additional refined products pipelines, establishing a strategic oil and gas reserve, and building new refineries in Arizona, including restarting a proposed refinery in Yuma County.

Requires at least three meetings with legislative committee chairs to provide status updates on fuel prices and study progress before the final report deadline.

The Commerce Authority must submit a report with findings and legislative recommendations to the Governor and legislative leaders by October 1, 2026, with the fuel price reduction mandate expiring December 31, 2029.
