Establishes new reporting requirements for Arizona Empowerment Scholarship Accounts (ESAs), requiring the Department of Education to assign student identifiers and update the student accountability information system for all ESA applicants upon enrollment.

Creates a formal definition of "micro-school" as any entity that charges tuition or fees to qualified students and employs individuals to provide instruction, excluding public schools, private schools, and qualified schools.

Prohibits micro-schools from allowing employees who are family members of a student's parent to provide paid instruction to that student, and bars micro-schools owned or controlled by a student's family member from charging that student tuition or fees.

Requires all qualified schools and micro-schools receiving ESA funds to ensure teaching staff and personnel with unsupervised student contact are fingerprinted, at least 18 years old, and not subject to state board disciplinary action.

Grants the Attorney General enforcement authority over the ESA program and requires the Department of Education and State Treasurer to promptly provide any requested information and records for enforcement purposes.
