Prohibits additional fees for using online portals, automatic withdrawal, or other payment processing services.

Requires landlords to disclose exact rent amounts, all mandatory fees, and any optional charges (such as trash valet or smart device upgrades) on the first page of the rental agreement and in all advertisements, with tenants allowed to decline optional services.
