Allows Arizona counties, cities, towns, and special taxing districts to acquire state-held tax deed properties for affordable housing purposes for low-income persons and families as defined by HUD.

Permits local governments to sell, lease, or convey acquired properties for less than fair market value without public auction when used for affordable housing development.

Requires a recorded regulatory agreement ensuring dwelling units remain affordable to low-income persons and families for at least 30 years.

Amends section 42-18303 of Arizona Revised Statutes governing the auction and sale of land held by the state under tax deed.
