Allows municipalities to charge fees for registration and inspection, with collected funds used for public safety improvements around vacant properties and administration of the program

Establishes inspection requirements where city inspectors determine if buildings are secure from trespassers, safe for emergency responder entry, and not hazardous to surrounding properties

Permits cities to file liens on properties for delinquent fees and costs incurred for repairs, demolition, or maintenance, with owners prohibited from avoiding liability through property transfers to controlled entities
