Prohibits AHCCCS contractors from substituting an opioid drug when a contracted physician has prescribed a non-opioid medication to treat chronic or acute pain.

Prevents the AHCCCS administration from imposing stricter utilization controls (such as prior authorization or step therapy requirements) on non-opioid pain medications than those applied to opioid or narcotic prescriptions.

Adds new section 36-2930.07 to Arizona Revised Statutes governing prescription drug coverage under the Arizona Health Care Cost Containment System (AHCCCS).

Aims to ensure patients prescribed non-opioid pain treatments do not face greater barriers to accessing those medications compared to opioid alternatives.
