Permits pharmacists and pharmacy technicians to complete mandatory continuing education requirements after submitting renewal applications and paying fees, as long as requirements are fulfilled before license expiration.

Establishes conditions for continued operation during ownership transitions, including compliance with all applicable regulations and attestation by the new owner to assume regulatory responsibility.

Authorizes the Board of Pharmacy to deny continued operation if the ownership change poses public health risks, application requirements are not met, or evidence exists of fraud or diversion.

Adds prohibition against wholesaling or distributing prescription drugs, controlled substances, medical gas, or durable medical equipment without a valid board-issued permit.
