Expands who can hold a witness in legislative contempt to include any committee or the president of the senate or speaker of the house, in addition to the full senate or house through resolution.

Requires witnesses be given notice and an opportunity for a hearing before a contempt order is issued, where they can present evidence showing why they are not in contempt.

Establishes three findings required for a contempt order: the witness had knowledge of the subpoena, had the ability to comply, and failed to comply.

Allows arrest of non-compliant witnesses by the sergeant-at-arms using either a contempt order signed by the chairperson or presiding officer, or a resolution signed by the presiding officer.
