Requires the person to have no prior felony convictions and to have completed all court-imposed terms and conditions, including full payment of monetary obligations

Mandates a five-year waiting period after conviction during which the person must not be convicted of any felony or any misdemeanor involving a victim

Grants courts discretion to make the reclassification determination based on whether it serves the interest of justice
