Establishes the Arizona-Sonora Trade Commission as a 10-member body to promote bilateral trade, investment, and economic relations between Arizona and Sonora, Mexico

Senate president appoints 3 members and Senate minority leader appoints 2 members; House speaker appoints 3 members and House minority leader appoints 2 members, all with knowledge of Sonoran affairs or trade relations

Commission must meet at least annually, elect officers, and submit an annual report to legislative leadership starting December 31, 2027

Members serve 4-year terms with appointments due by December 31, 2026, and receive compensation and expense reimbursement under state law

Commission terminates on July 1, 2031, with the authorizing statute repealed on January 1, 2032
