Repeals Arizona Revised Statutes section 41-1545.05, which governs the Arizona Competes Fund program administered by the Arizona Commerce Authority

Amends section 41-1545.01 to require that use of Arizona Competes Fund monies be subject to legislative appropriation, adding oversight to how the fund is spent

The Arizona Competes Fund receives revenue from withholding taxes, gifts, grants, and federal funds including American Recovery and Reinvestment Act monies

Applies retroactively from and after June 30, 2026

Fund administration remains with the Arizona Commerce Authority's chief executive officer, with investment by the state treasurer
