Requires the Arizona Commerce Authority to obtain a specific legislative appropriation before establishing trade offices in other states or foreign countries, replacing the current authority of the board to direct such offices at its discretion.

Mandates the Authority submit an annual report to the Joint Legislative Budget Committee by December 1 detailing activities of each trade office during the prior fiscal year.

Removes the phrase "of directors" when referring to the board throughout the statute, changing terminology from "board of directors" to simply "board."

Maintains all existing powers of the Authority, including entering contracts, leasing property, employing staff, and administering economic development incentives and grants.
