Mandates that utilities conducting integrated resource planning include extra high load factor customers in their load growth projections

Authorizes the Corporation Commission to adopt rules establishing service terms for extra high load factor customers, including minimum billing requirements, contract lengths, early termination provisions, security requirements, and infrastructure cost payments to prevent cross-subsidization of other customers

Requires electric utilities to file cost-of-service studies within 180 days showing cost allocation for serving new extra high load factor customers, with an exemption for member-owned electric cooperatives
