Grants La Paz County authority to withdraw groundwater from county-owned or county-leased land in the Butler Valley groundwater basin for transportation outside the basin

Restricts groundwater use to La Paz County, political subdivisions within the county, or municipal providers within the county for their own use

Allows groundwater to be sold or leased to a multi-county water conservation district established under Title 48, Chapter 22 solely for meeting replenishment obligations

Requires that state or political subdivision-owned land in the Butler Valley basin from which groundwater is transported may only be sold or conveyed to La Paz County

Removes previous provisions allowing any political subdivision of the state to withdraw groundwater for transportation to active management areas
