Amends Arizona law to add disclosure requirements for properties in the McMullen Valley, Butler Valley, Big Chino, and Harquahala groundwater basins where eligible entities may lawfully withdraw and transport groundwater away from the area.

Requires sellers of land in these groundwater basins to notify buyers that groundwater transportation may occur and could result in damage to surrounding residents and water users, which the transporting entity may be required to mitigate.

Expands county water improvement programs to allow grants for water hauling, water delivery systems, and storage tanks, not just well improvements, for low-income residential property owners.

Updates land sale disclosure affidavits to include information about private well registration status, pump completion reports, septic system inspection dates, and whether water hauling is used for the property's water supply.

Clarifies that licensed escrow agents may record disclosure affidavits on behalf of sellers and are not liable for inaccurate information contained in those affidavits.
