Establishes a State Seal of Computer Science Proficiency program through the Arizona Superintendent of Public Instruction to recognize high school graduates who demonstrate high-level computer science proficiency

Requires the seal to be affixed to qualifying students' diplomas and noted on their transcripts

Makes participation voluntary for school districts and charter schools, who must notify the Superintendent of their intent to participate

Requires the State Board of Education to adopt minimum program requirements in collaboration with the Department of Education and computer science education experts

Places responsibility on participating school districts and charter school governing bodies to identify qualifying students and affix the seal to their diplomas
