Prohibits municipalities from adopting land use regulations, general or specific plan provisions, ordinances, codes, or permit conditions that restrict the use or placement of Arizona's state tree in residential housing developments

Applies the same prohibition to counties, preventing them from enforcing any regulation that limits the state tree in residential developments

Overrides any other existing law that might conflict with these provisions through "notwithstanding any other law" language

Amends both Title 9 (municipal planning) and Title 11 (county planning) of the Arizona Revised Statutes to ensure statewide applicability
