Establishes a home confinement program with electronic monitoring for inmates who have served at least one year and are within 18 months of release, limited to those convicted of specific property, fraud, drug, or lower-level felony offenses

Inmates must have no prior convictions for dangerous crimes against children, serious offenses, or violent felonies, no violent disciplinary infractions, no prior home confinement participation, and no outstanding felony warrants

Requires participants to find gainful employment or education unless disabled, with victims notified and given opportunity to provide feedback before approval within 90 days of application

Supervision ratio capped at 1 officer per 50 supervisees, with monthly fees deposited into the community corrections enhancement fund

Phased implementation beginning December 31, 2026 for inmates with 6 months remaining, expanding to 12 months by March 2027 and 18 months by June 2027, applying retroactively to sentences from after December 31, 1993
