Prohibits Arizona state agencies, political subdivisions, and their employees acting in official capacity from participating in enforcement or implementation of any arrest, order, rule, regulation, judgment, policy, or mandate from the International Criminal Court

Bars use of state funds or assets allocated to political subdivisions to aid the International Criminal Court in enforcing any of its actions within Arizona

Exceptions apply only when required by a court order

Creates a new Article 2 titled "Government Resources" under Title 1, Chapter 8 of Arizona Revised Statutes

Reorganizes existing chapter heading from "governmental maintenance operations and capital projects" to "government operations and resources"
