Prohibits Arizona state agencies, political subdivisions, and public employees from participating in enforcement or implementation of any rules, regulations, fees, taxes, policies, or mandates from specified international organizations, including the World Health Organization, United Nations, World Economic Forum, NATO, and International Monetary Fund.

Bars use of state monies or allocated funds to aid these international organizations in enforcing or implementing any policies within Arizona, unless required by court order.

Prohibits Arizona public universities from accepting loans, gifts, grants, contracts, or research partnerships originating from the People's Republic of China, the Chinese Communist Party, or seven named Chinese universities with military affiliations.

Requires Arizona Board of Regents approval before any university can accept funding or collaboration from listed Chinese entities, with unapproved agreements being void and unenforceable.

Imposes a penalty of 150% of the total value on universities that accept funding later determined to violate these restrictions, paid from the institution's operating budget to the state general fund.
