Prohibits Arizona and its political subdivisions from adopting laws or implementing policies that deliberately or inadvertently infringe or restrict private property rights without due process.

Adds a new section 33-2502 to Arizona Revised Statutes under Title 33, Chapter 23 (Private Property Rights).

Applies the due process requirement to both state government and local political subdivisions such as counties and cities.
