Authorizes Arizona cities, towns, and counties to adopt decommissioning standards for solar energy power plants located within their jurisdictions.

Requires solar energy power plant owners to submit decommissioning and site restoration plans, including cost estimates prepared by qualified persons and financial assurances.

Mandates removal of all above-ground components and underground foundations/cables to at least 36 inches depth within 18 months of decommissioning initiation.

Requires owners to maintain continuous financial assurance (such as bonds or parent guarantees) equal to decommissioning costs minus salvage value, with cost estimates updated every 10 years.

Establishes a solar energy power plant site remediation fund to hold collected financial assurances for decommissioning and remediation costs, with provisions waiving requirements if a plant is sold to a corporation commission-regulated public service corporation.
