Requires the Arizona Secretary of State to establish a secure online portal allowing qualified electors to electronically sign nomination petitions for candidates seeking positions on school district, community college district, hospital district, and multi-county water conservation district governing boards

Candidates using the online system must designate themselves as aligned with a recognized political party, independent, or unaffiliated before accessing the portal, regardless of their actual nomination method or registration status

Mandates equal access to the electronic signature collection system for all candidates, prohibiting the Secretary of State from denying or restricting access based on political party affiliation, lack of affiliation, or method of nomination

Prohibits the Secretary of State from adopting any rules or procedures that interpret, expand, limit, or modify the provisions of the electronic signature system, and requires uniform application of all policies across candidates for the same office
