Requires county recorders to verify U.S. citizenship for voter registration using the Department of Homeland Security's Systematic Alien Verification for Entitlements (SAVE) program and submit quarterly reports to the auditor general on queries, approvals, denials, and discrepancies.

Mandates the Department of Transportation use the SAVE program to verify lawful presence before issuing or renewing driver licenses and nonoperating identification licenses, with quarterly reporting requirements beginning December 31, 2026.

Requires the Arizona Health Care Cost Containment System (AHCCCS) administration to use SAVE for verifying immigration status of applicants and expands reporting from annual to quarterly.

All three agencies must submit proof of a memorandum of understanding with DHS to the Joint Legislative Budget Committee, which will recommend funding reductions if agencies fail to comply.

Prohibits driver license issuance to applicants whose lawful presence cannot be verified through SAVE and bars accepting driver licenses from states that do not require lawful presence verification.
