Authorizes the Arizona Attorney General to investigate and designate "Muslim Brotherhood affiliates" as terrorist organizations, requiring a draft notice, 30-day public comment period, and opportunity for the entity to respond before an independent review board.

Prohibits designated organizations from operating, maintaining offices, soliciting money, recruiting members, or receiving government contracts, grants, permits, tax credits, or public funds in Arizona.

Requires state and local government entities to terminate existing contracts or licenses with designated organizations within 180 days of designation.

Imposes civil penalties up to $50,000 for violations and makes knowingly aiding, funding, or concealing a designated organization a class 4 felony.

Allows the Attorney General to seize state-registered assets of designated organizations through superior court proceedings and requires annual reports to the governor and legislature beginning January 1, 2027.
