Expands Arizona's obstructing governmental operations statute (A.R.S. 13-2402) to include obstruction of lawful arrests, removing the previous exemption that excluded arrests from the law's coverage

Creates a new class 5 felony for obstructing, impairing, or hindering the making of a lawful arrest through violence or threats of physical force

Maintains the existing class 1 misdemeanor classification for obstructing other governmental functions or peace officer duties not involving arrests

Applies specifically to situations where a person knowingly uses or threatens violence or physical force to interfere with law enforcement making an arrest
