Authorizes employers or workers' compensation insurers to establish or contract with formal pharmacy management networks to provide medications to injured employees, with reimbursement rates that may differ from the commission's fee schedule but cannot fall below the pharmacy's actual medication cost plus dispensing fee.

Requires employers using formal pharmacy networks to notify employees about the network when it is established and again at the time of a reported injury, including how to fill prescriptions and a list of participating pharmacies.

Mandates that out-of-network pharmacies be reimbursed at the commission's fee schedule rate until the network provides written notice that the employee must use in-network providers for future refills.

Prohibits formal pharmacy networks from charging pharmacies any direct or indirect fees for dispensing, processing, billing prescriptions, or for network enrollment, reenrollment, or credentialing.

Requires formal pharmacy networks to register with the Industrial Commission, accept any licensed pharmacy willing to abide by contract terms, and provide a dispute process for reimbursement issues, with an effective date of January 1, 2027.
