Requires the Arizona Department of Administration, Department of Transportation, and Arizona State Parks Board to use compost produced in Arizona for landscaping and land management on state-owned or managed land, when available.

Defines compost as "available" if it is produced and sold in Arizona, meets project quality standards and applicable state/federal requirements, can be delivered within a commercially reasonable timeframe, and is priced no more than 20% higher than comparable out-of-state compost.

Defines "compost" as biologically stable organic material produced through controlled aerobic decomposition of organic matter suitable for use as a soil amendment.
