Increases the fee for special license plates from $25 to $50 for both original issuance and annual renewals, excluding plates for hearing impaired persons and international symbol of access plates.

Establishes distribution of the $50 fee: $16 goes to the Department of Transportation as a special plate administration fee deposited in the state highway fund, and $34 goes as an annual donation to the fund or entity designated by each special plate's authorizing statute.

Adds a new $25 fee for original issuance and renewal of personalized special plates issued under section 28-2406.

Requires a two-thirds vote of both legislative chambers for enactment and takes effect immediately upon the governor's signature.

Directs legislative council staff to prepare conforming legislation for consideration in the fifty-eighth legislature, first regular session.
