Establishes a nurse home visitor grant program administered by the Department of Child Safety to prevent child maltreatment, improve maternal and child health, and promote family economic mobility.

Provides three years of voluntary, evidence-based nurse home visiting services to low-income pregnant women through their child's second birthday, including assessments, care coordination, case management, preventive education, and referrals.

Appropriates $6,000,000 and five FTE positions from the state general fund in fiscal year 2026-2027, with up to $382,500 annually available for program administration through fiscal year 2028-2029.

Eligible grant recipients include public and private entities, nonprofits, municipal and county organizations, and tribal nations, with preference given to organizations using registered nurses and evidence-based models ranked as "well-supported" by the Title IV-E prevention services clearinghouse.

Requires annual reports through August 31, 2030 detailing grants awarded, organizations funded, participants served, and service hours; the program is set to automatically repeal on December 31, 2030.
