Requires the State Board of Education to adopt academic standards mandating age-appropriate, factual instruction on fetal and prenatal human development as part of science curriculum

Instruction must cover fertilization, cellular development, the germinal/embryonic/fetal stages, major developmental milestones (brain, heart, limbs), and supporting structures (placenta, umbilical cord, amniotic sac)

Prohibits the fetal development instruction from including content on sexual activity, contraception, abortion procedures, or reproductive decision-making

Bars abortion providers, abortion clinics, and affiliated organizations from providing health education instruction, curricula, or materials in public schools

Schools that violate the abortion provider prohibition may have state aid withheld after a 90-day correction period following notice from the Department of Education
