Allows filing fee refunds when petitions are dismissed at the petitioner's request or by party stipulation before a hearing is scheduled.

Clarifies that the State Real Estate Commissioner must administer the dispute resolution process for planned community (HOA) disputes under Section 32-2199.01, extending existing condominium dispute procedures to planned communities.

Creates a new Article 2 under Title 33, Chapter 16 (planned communities) establishing administration procedures that mirror those already in place for condominiums.
