Prohibits restrictive covenants that prevent land from being used as a grocery store, supermarket, or other retail establishment selling fresh food for off-premises consumption

Creates an exception allowing such restrictive covenants only when a grocery store relocates within one-half mile of the original site, opens within one year of closing, and the covenant lasts less than 18 months

Requires the relocated store to be similar in size and product scope to the discontinued location to qualify for the exception

Does not apply retroactively to covenants or restrictions entered into before the law's effective date

Declared an emergency measure, making it effective immediately upon passage
