Removes the requirement that applicants for driver licenses, instruction permits, and nonoperating identification licenses must prove their presence in the United States is authorized under federal law.

Allows applicants to provide a social security number, individual taxpayer identification number, or foreign government-issued identification document number instead of requiring only a social security number.

Requires licenses issued to applicants who do not provide a social security number to be marked with "Federal limitations apply."

Adds "individual taxpayer identification number" and "foreign government-issued identification document number" to the definition of "highly restricted personal information" protected from disclosure.

Explicitly states that possession of a driver license, instruction permit, or nonoperating identification license is not proof of citizenship.
