Campaign committees that received no contributions may now file a simplified termination statement certifying only that no contributions were received, rather than meeting all standard termination requirements.

Committees that received contributions must still certify they will receive no further contributions, have no outstanding debts (or debts over 5 years old with creditor agreement), have disposed of surplus funds, and reported all financial activity.

Penalties cannot be assessed against committees that file a termination statement certifying they received no contributions, and any previously assessed penalties are retroactively voided.

Enforcement actions against committees that subsequently file a no-contributions termination statement must be dismissed, with enforcement officers deemed without jurisdiction.

Minor technical changes update "e-mail" to "email" and dollar amounts from written form to numerical format throughout the campaign finance reporting statutes.
