Prohibits cities, towns, and counties from enacting ordinances regulating ownership or operation of unmanned aircraft, unmanned aircraft systems, or commercial drone delivery systems, voiding any existing or future local regulations.

Allows local governments to regulate drone takeoff, docking, and landing in residential zones or within 150 feet of residential area boundaries, as well as on government-owned property.

Permits local enforcement of general zoning, building, fire, and public safety regulations for drone facilities within one mile of large hub airports, provided regulations do not govern flight paths or effectively prohibit commercial drone delivery.

Defines "commercial drone delivery system" as an FAA-approved unmanned aircraft system engaged in goods delivery.

Maintains exemptions for local governments to regulate their own public unmanned aircraft and model aircraft use in parks or preserves under certain conditions.
