Allows Arizona driver license and nonoperating identification license applicants to use an individual taxpayer identification number (ITIN) or consular identification card number instead of a social security number for identification purposes.

Adds consular identification card numbers and individual taxpayer identification numbers to the definition of "highly restricted personal information" protected from disclosure.

Removes the existing requirement that applicants must prove their presence in the United States is authorized under federal law to obtain a driver license.

Requires licenses issued without a social security number to be marked "For driving privileges only. Not valid for identification" and limits their validity to eight years.

Prohibits the department from releasing social security numbers, ITINs, or consular identification card numbers to any person, including federal agencies for immigration purposes, unless the applicant requests the number appear on their license.
