Establishes that any amendment to the U.S. Constitution must be ratified through a bill passed by the Arizona Legislature and approved by the governor.

Creates the offense of "faithless constitutional convention delegate" for delegates who vote on or take official action on matters outside the legal scope of the convention, punishable as a class 2 felony with a minimum $5,000 civil penalty and immediate recall.

Requires all Arizona delegates to a constitutional convention to take a prescribed oath promising to only consider amendments related to the specific subject approved in the convention call by Congress and at least two-thirds of states.

Mandates that delegates who become aware of any oath violations by other delegates must report the violation to the attorney general, senate president, and house speaker.

Defines "legal convention scope" as subject matter specified in applications from at least two-thirds of states, the congressional call, and Arizona's own application for a convention of states.
