Grants nursing care institution and assisted living facility residents (or their authorized representatives) the right to install electronic monitoring devices with audio and/or video capabilities in their rooms at their own expense.

Requires residents to submit a written notice and consent form to the facility before installing monitoring devices, specifying the type of device, intended purpose, and any terms for turning devices on/off during examinations, bathing, or visits.

Mandates written consent from any roommate before electronic monitoring can occur in shared rooms, with facilities required to make reasonable accommodations (such as room transfers) if roommates refuse consent.

Prohibits facilities from retaliating against residents who choose electronic monitoring, tampering with devices, or enforcing contracts that limit monitoring rights; facilities must post signage indicating monitoring may be present.

Allows recordings to be used as evidence in civil, criminal, or administrative proceedings and restricts access to recordings to authorized parties including law enforcement, adult protective services, and the state long-term care ombudsman.
