Construction projects designed to reach at least 60 feet above ground level or 48 feet below ground level must include a personnel hoist, temporary elevator, or permanent elevator for employee use

The elevator or hoist must be installed and operational when the structure reaches 36 feet in height, measured from ground level to the highest point

Height measurement includes parapet walls, mechanical rooms, stair towers, and elevator penthouse structures

Height measurement excludes antennas, smokestacks, flag poles, and similar attachments

Adds new section 23-491.17 to Arizona Revised Statutes governing employment practices and working conditions
