Counties may designate a portion of groundwater transportation fees collected from entities transporting groundwater out of the county to fund water improvements programs for low-income residential property owners.

The water improvements program provides grants to low-income or fixed-income homeowners specifically for deepening existing drinking water wells or installing water delivery systems for their residences.

Eligible grant recipients under the county water improvements program must reside within the same groundwater basin or subbasin from which the groundwater was withdrawn and transported away.

Groundwater transportation fees range from $3.00 to $30.00 per acre-foot based on cumulative amounts transported, with fees adjusted annually according to GDP price deflator changes using 1993 as the base year.

Any fee revenue exceeding the county's designated amount or percentage for the water improvements program must be deposited into the county general fund.
