Groundwater transported from the Harquahala irrigation non-expansion area to an initial active management area must pay the transportation fee to a county containing part of the Harquahala area that does not contain any portion of an initial active management area

The groundwater transportation fee ranges from $3.00 per acre-foot for the first 1 million acre-feet transported up to $30.00 per acre-foot for amounts exceeding 5 million acre-feet

The fee amount is adjusted annually based on changes in the GDP price deflator using 1993 as the base year

Credits against the fee are available for increased property tax revenues from remote municipal property, donated land with groundwater withdrawal restrictions, or amounts negotiated through intergovernmental agreements
