Amends section 40-360.06 regarding certificates of environmental compatibility issued by the committee for power plant and transmission line siting

Maintains existing prohibition preventing the commission from requiring contractors or subcontractors to enter into project labor agreements, neutrality agreements, or apprenticeship program agreements as a condition of project approval

Adds a new definition of "neutrality agreement" directly into section 40-360.06, defining it as an agreement to remain neutral toward labor organizations, release private employee information, allow property access beyond federal requirements, or recognize unions without secret ballot elections

Preserves language clarifying that these provisions do not prohibit private parties from entering into collective bargaining relationships or interfere with activity protected under the National Labor Relations Act
