Nuclear power plant owners and operators in Arizona must require contractors and subcontractors to use a skilled and trained workforce consisting of registered apprentices in approved programs and skilled journeymen who graduated from such programs

Skilled journeyman workforce requirements phase in over three years: 30% by January 1, 2027; 45% by January 1, 2028; and 60% by January 1, 2029

Contractors and subcontractors must pay skilled journeymen the prevailing wage for their occupation, which must be at least minimum wage

The Industrial Commission of Arizona must adopt rules to verify skilled journeyman status and establish procedures for reporting workplace violations

Emergency situations at nuclear power plants allow employees who are not skilled journeymen to assist until the emergency is resolved; the bill takes effect immediately as an emergency measure
