Prohibits charter schools and public school districts from using suspension as a penalty for student unexcused absences or absenteeism.

Retains other penalties for excessive absenteeism including failure in a subject, failure to pass a grade, or expulsion.

Adds a requirement that all student suspensions must not be based solely on absenteeism, in addition to the existing "good cause" requirement.

Updates terminology throughout the statute from "pupil" to "student" for consistency.

Maintains existing protections exempting students from absenteeism penalties when absences are due to illness, disease, or accident certified by a licensed healthcare provider.
