Authorizes municipalities and counties to establish Tourism Improvement Areas (TIAs) upon petition by lodging business owners representing at least 67% of total rooms in the proposed area

Allows a lodging business assessment of up to $5 per night or 5% of room rental receipts to fund tourism promotion, advertising, and business recruitment activities

Requires TIA governance by an owners' board composed of a majority of lodging business owners, with management contracted to the local destination marketing organization

Sets initial TIA terms at a maximum of 10 years with renewable 10-year terms, and permits dissolution if lodging business owners representing 50% or more of rooms petition during an annual 60-day window

Lodging business owners may individually withdraw from the TIA during the same annual 60-day period by filing written notice, exempting them from assessments
